<logic>The survey data meaning the distances and bearings have been entered as shown on the surveys. However, there had to be a scale factor and correction angles calculated due to the inconsistency of the paper survey maps and the digital maps (the grid). The digital maps utilized were the digital tax maps extracted from the Maryland Office of Planning Property View data. Therefore, to extract the actual survey distances and bearings the inverse of the lines must be shown in Cogo. The data set is polygons. The Glatfedter Pulpwood properties were add to the data set not by utilizing the Cogo module. There were no survey maps. The Glatfedter Pulpwood properties were digitized "heads-up" utilizing the 2002 digital taxmaps.</logic>

The digital taxmaps were utilzied to digitize the surveys. The digital tax maps are warped and not geospacially accurate up to the National map accuracy standards. A horizontal position accuracy evaluation was conducted by the MCBP Regional GIS Program on the digital tax maps provided in MD Propety View (software provided by the MD Office of Planning). The horizontal Positional Accuracy for these digital tax maps range
from 0 - 349 feet of error, with an average error of 120 feet.
The range of error was determined by utilizing the USGS
7.5 min. quadrangles and the MD Dept. of Natural
Resources 3.75 min. quarter quads as source maps to
conduct an accuracy test on the digital tax maps. The
source maps meet the National Map Accuracy Standards.
A comparison between the control point coverage, digitized
from the source maps, and the digital tax maps was
conducted to determine the positional accuracy for this
data set.

<srccontr>Dave Wilson of the Maryland Coastal Bays Program verbally told the WRGIS to add the Glatfedtler Pulpwood properties to the Forest Conservation easement data.</srccontr>

<procdesc>The surveyed easements (paper maps) were digitized in Arc Info. version 8.0 - COGO. COGO is a module of Arc/Info designed specifically for capturing and editing survey data.
: Create cogo coveage (arc and point file)
: Used digital taxmap as a backcoverage to do heads up digitizing.
: Before entering the traverse information the scale factor and the correction angel must be calculated between the paper survey map and the digital map (the grid). If the traverse data is entered in without this process the survey data will not be sized or angled along with the taxmap.
The scale factor = the distance of the grid (digital map) vs the ground ( paper survey map)
The Correction angle = rotation angle between the grid and ground
The scale factor is determined by (if possible) find three llines that are on both the survey map and on the digital map. ( to get the grid distance of the line use cogo command INVERSE DISTANCE)
Divide the grid distance by ground distance. Take the average three. (if you could get three that is)
To determine the rotation angle use the same three line on both maps and utilize the ROTATE ARCS edit button in COGO. Ground bearings into the from box and Grid bearings (determined from the INVERSE DISTANCE command) in the to box. The ROTATE ARCS edit button will calculated the rotation angle. Again take the average.
Once the scale factor and rotation angle have been determined they are entered into the COGO environment.
(using CONSTANTS command)
Form this point on the survey data is entered into the GIS as traverses.
After the traverses are entered in the COGO module then the cogo arc file is brought into arctools and cleaned and then the attributes are added to the polygons.
Also, there were three polygons added by GPSing the area as determined by Worcester Co. Planning Department. These areas were for the BirdHIll propety owned by Worcester Co. and put into a forest conservation easement as a mitigation project. ( see abstract of this documet) The areas were GPS'd with a Trimble ProXR GPS unit.</procdesc>

<dsoverv>This dataset is a combination of forest conservation easements from various sources. The Worcester County Forest Conservation Easement Program, Dave Wilson from Maryland Coastal Bays Program, ( he verbally reqested that we add all of the Glatfedler Pulpwood properties to the dataset because he had knowledge that they sold all there propeties into forest easements. Also, the BirdHill properties was GPS'd by the WRGIS GIS Technician and a planner from Worcester Co. The BirdHill properties is explained further in the abstract section of this document.</dsoverv>

Currently, the Department of Development Review and Permitting maintains this dataset.
